Smallest set of coins

What's the smallest set (or, technically, bag) of coins that can make change for every integral number of cents from 1¢ to $1 (inclusive)?
The possible denominations are: 1¢, 5¢, 10¢, & 25¢
- 4 pennies
- 1 nickle
- 2 dimes
- 3 quarters
It might be interesting to develop a general algorithm for this.
