Do ranges overlap

To determine if two ranges overlap:
- Lispy:
(not (or (< end1 start2) (< end2 start1))) - Cish:
!((end1 < start2) || (end2 < start1))
Assumptions:
- The ranges are inclusive
- (and (≤ start1 end1) (≤ start2 end2))
